When Did Charter Schools Start?

This movement was ignited in Minnesota in 1991, marking a crucial moment with the passage of the first public school choice chartering law. This groundbreaking legislation did not just open the door for the establishment of charter schools within the state but also set a precedent that 45 states, D.C., and the territories of Guam and Puerto Rico would eventually follow, according to the National Center for Education Statistics.

The charter school concept was built on the foundation that educational excellence should know no boundaries and that schools could achieve remarkable results for children if given the freedom to innovate and tailor their teaching methods to the specific needs of their students. Celebrating over 30 years of impactful contributions, the charter school movement has consistently demonstrated its ability to challenge and redefine the boundaries of public education. Despite facing skepticism and opposition, these schools continue to serve as vibrant components of the public school system.

The landscape of charter school legislation in the United States reflects broad acceptance of the charter school model. This widespread adoption underscores the flexibility and appeal of charter schools across diverse geographic and demographic regions.

However, a few states have yet to authorize charter schools, including:

Starting at a time when charter school legislation was limited to a few states, CSDC not only contributed to the growth of these educational institutions but also pioneered key initiatives that have shaped the sector.

The History of the Charter Schools Development Corporation

‍We can’t talk about the history of charter schools without mentioning a notable figure in CSDC's history: Ember Reichgott Junge, the organization's board Vice Chair, who is widely recognized as the “Mother” of the charter school movement. As the Senate author of Minnesota's first-in-the-nation charter school law, Junge's pioneering work laid the foundation for the charter school movement to flourish. Her leadership and vision have been critical in guiding our efforts to support the establishment and growth of charter schools across the country.

Founded over 25 years ago as an advocacy organization, CSDC quickly identified and addressed a critical gap in federal legislation concerning facilities funding for charter schools. In response, CSDC spearheaded the development of the Federal Credit Enhancement program, starting with a $5M pilot in DC. This pilot proved so effective that it became the model for the $25M Charter Schools Facilities Financing Demonstration Program, which has evolved into today's extensive multi-million-dollar Credit Enhancement for Charter School Facilities Program. This initiative alone has funneled hundreds of millions of dollars into supporting charter schools nationwide, playing a pivotal role in helping new schools secure the necessary facilities for their operation. As the sole program of its kind at the national level, it underscores the ongoing need for targeted support to enhance the operational capabilities of charter schools.

Through its dedicated advocacy and practical support, CSDC has significantly contributed to the expansion of charter schools, ensuring that they are well-equipped to provide high-quality education to students. This enduring commitment reflects our organization's central role in the ongoing development and success of the charter school movement.

The Current Landscape of Charter Schools

The charter school sector in the United States has experienced remarkable growth and evolution over the past few decades. According to the National Alliance for Public Charter Schools, there are more than 3.7 million students enrolled in approximately 7,800 charter schools and campuses across the country, representing 7.5% of all public school students in America. 

Further reinforcing this impact, the recent CREDO study at Stanford University reveals that charter schools have succeeded in offering notable academic advantages over traditional public schools. On average, charter school students experience an additional 16 days of learning in reading (ELA)  and 6 days in math per year. This enhanced learning trajectory is particularly significant for Black and Hispanic students and those from low-income backgrounds, who show stronger academic growth in charter schools than their peers in traditional public settings​.

The study also highlights that charter schools are enrolling a more diverse student population, often comprising students who face greater academic challenges. About 36% of charter schools now outperform their local traditional schools in reading (ELA) and math gains, demonstrating their capacity to deliver impactful educational experiences​.
